This traceroute facility is hosted at noc.asti.dost.gov.ph with IP Address 202.90.158.103.Your remote IP address is found to be 38.107.191.100. What is traceroute? The Internet is a complex aggregation of network hardware, connected together by gateways. Tracking the route one's packets follow (or finding the miscreant gateway that's discarding your packets) can be difficult. Traceroute utilizes the IP protocol time-to-live field and attempts to elicit an ICMP TIME_EXCEEDED response from each gateway along the path to some host.

Source Code: The PREGINET Traceroute tools are written in shell script and perl cgi. You can download both below. Based on testing, the shell script executes much faster and the output can be seen line by line while the cgi script does not show output while traceroute command is not finished.
